Community Project Funding Eligibility
The House Committee on Appropriations is soliciting Community Project Funding (CPF) requests from Members of Congress.
Entities interested in applying for Community Project Funding should email Congressman Alford’s office at Alford.Appropriations@mail.house.gov.
Please note that:
- Each Member is typically limited to 15 Community Project Funding Requests across all subcommittees.
- Only state and local government entities, and certain non-profit entities are eligible to receive funding through CPF.
- For-profit organizations are not eligible recipients of this funding opportunity.
- Each submission must be for one fiscal year only and cannot include multiyear funding.
- The Committee will only consider projects with demonstrated community support in the form of letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.
- My office will only consider projects that directly benefit the 4th district of Missouri.
- Discussing your project with the Congressman or with his staff does not bypass the requirement to complete the application. We will only be able to consider requests submitted through the formal application process.
Changes from Years Past:
In a continuation from last year, the only eligible recipients for Community Project Funding in the Economic Development Initiatives (THUD-EDI) account are the following types of governmental entities and public institutions of higher education:
- States and the District of Columbia
- Territories
- Tribal governments
- Counties
- Cities, towns, parishes, or other local government entities
- Public colleges and universities, including community colleges
*Please note 501c3 organizations may be eligible via other accounts, please take time to look and see if your project can fit elsewhere.
The following types of projects are not eligible for CPF funding:
- Museums, commemoratives, and memorials;
- Swimming pools, water parks, ski slopes, and golf courses;
- Venues strictly for entertainment purposes – e.g., theaters, amphitheaters, fairgrounds, and performing arts centers;
- Strictly research or planning activities; and
- Buildings for the general conduct of government (courthouses, post office, city halls), which are not allowed under the statute.

FY 2026 Community Project Funding
Project Name: St. Clair Missouri Jail Sallyport Addition
Recipient: St. Clair, County Missouri
Address: 655 2nd Street, Osceola, Missouri 64776
Funding Request: $1,000,000
Explanation: The law enforcement center in St. Clair County is looking to build an enclosed sally port for a more secure loading and unloading area of inmates. The Federal Performance Based Detention Standards, C.9.9 states “The facility’s vehicle sally port provides a secure environment for the loading and unloading of detainees.” This addition to the Jail facility would be attached to the current structure and allow for transport vans to load and unload in an enclosed and secure location, as well as out of the elements of rain, snow, cold, etc.

Project Name: ARS Center for Agricultural Animal Genetic Engineering and Health in Columbia, MO

Explanation: The University of Missouri request goes toward towards the future construction of an ARS co-located Research Facility for Agricultural Animal Genetic Engineering and Health in Columbia, Missouri.

Project Name: Safe and Reliable Reactor Operations at the University of Missouri

Explanation: The proposed funding would be used for the acquisition of critical equipment needed to upgrade key systems at the University of Missouri Research Reactor (MURR). MURR is essential for producing life-saving medical isotopes, conducting advanced materials research, and supporting nuclear science education. To ensure safe and reliable operations, critical equipment upgrades are required.

Project Name: Peculiar Police Department Radios
Recipient: City of Peculiar

Funding Request: $120,000
Explanation: This project will provide much needed radios to the Peculiar, Missouri Police Officers providing for the common health, welfare and safety of the citizens. It will allow the officers to receive dispatch calls timely, enabling them to respond quickly and it will allow officers on scene to communicate with each other, dispatch, fire and emergency services, increasing safety for both the officers and the citizens. The current radios being used by Peculiar Missouri Police Officers have reached the end of their service life.

Explanation: This project will establish a dedicated research center at Bothwell Regional Health Center in Sedalia, Missouri, that will leverage the Center for Rural Health Innovation founded by BioSTL to implement, scale, and evaluate cutting-edge digital healthcare technologies to enhance healthcare access and economic vitality in rural Missouri.

Explanation: The funding will be put towards establishing a Workforce Training Center for Agriculture Advancement, which will serve as a crucial hub for developing skilled professionals in the agricultural industry. The center would focus on equipping individuals with the necessary skills and certifications to thrive in traditional farming, sustainable agriculture, precision farming, ag-tech, and other emerging sectors.

Project Name: Economic Growth through Skyhaven Airport Expansion
Recipient: University of Central Missouri

Funding Request: $6,000,000
Explanation: The University of Central Missouri’s Max B. Swisher Skyhaven Airport is Johnson County Missouri’s regional airport and is used for UCM’s aviation program. The proposed funding will be used to expand the primary runway, 1/19, which is currently at 4,206 feet and needs to be expanded north through the relocation of 600 feet of the runway from the south to the north and the addition of 810 feet to the north for a total runway length of 5,016. The expansion will improve access and use of the airport for the greater community while also improving safety at the airport, particularly with new and/or inexperienced pilots who need additional runway length.

Project Name: White Road Non-NBI Bridge Replacement
Recipient: City of Oak Grove

Funding Request: $396,400
Explanation: The proposed project to replace the existing one-lane, weight-limited bridge with a modern two-lane 47’ prestressed girder bridge will provide significant benefits to the area by improving safety, efficiency, and the reliability of vital services. The current bridge, which serves as a crucial connection point between Jackson County and Lafeyette County, is in poor condition and functionally deficient. Its 10-ton weight limit restricts the use of larger fire apparatus, school buses, and large commercial vehicles creating major challenges for emergency response, public safety, student transportation, and commercial transportation.
