      <title>Alford Highlights America First Wins in FY27 National Security Appropriations Bill</title>

      <title>Alford Secures Support for Missouri Farmers and Ranchers as Appropriations Committee Advances FY2027 Ag Appropriations Bill</title>

&lt;p&gt;&lt;i&gt;“As a member of the Committee, I’m proud to have secured more than $4 million in direct federal investments for Missouri’s Fourth District through this process. Missouri’s hardworking producers and families win big with smarter funding for research, animal and plant health, and nutrition programs that deliver real results. This bill keeps our farms strong, our food supply secure, and taxpayer dollars working harder for the heartland."&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;As a member of the House Appropriations Committee, Congressman Alford secured $4,254,782 in reasonable federal investments for the Fourth District to help turn the “Show Me State” into the “Grow Me State,” including:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;&lt;b&gt;$1,597,750&lt;/b&gt; to modernize the &lt;b&gt;Cass County Sherriff’s Digital Forensics Unit&lt;/b&gt;, including the construction a secure addition to the Cass County Sheriff’s Office, to address growing demand for digital evidence processing by providing updated laboratory space, climate-controlled evidence storage, upgraded infrastructure, and specialized forensic equipment to support law enforcement investigations.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$450,000&lt;/b&gt; for &lt;b&gt;water quality and fire protection improvements in the City of Lexington&lt;/b&gt; to enhance water quality, reliability, and public safety for residents and businesses in Lexington while strengthening the overall resilience of the community’s water system.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$1,000,000&lt;/b&gt; to construct a &lt;b&gt;new public safety building in El Dorado Springs&lt;/b&gt; for both the Fire and Police Departments, enhancing the services first responders can provide to the community.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$1,000,000&lt;/b&gt; for &lt;b&gt;wastewater infrastructure improvements in the City of Higginsville&lt;/b&gt;, including installation of a new wastewater pump station and force main, to centralize treatment and provide essential sanitary sewer services.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$207,032&lt;/b&gt; to &lt;b&gt;upgrade the 911 emergency system in Morgan County&lt;/b&gt; by modernizing the call handling system as well as hardware and software with support, enabling NextGen Core Services connection to the ESI net, implementing Text-to-911, and Net Clock.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Additional Alford priorities secured in the FY2027 Agriculture appropriations bill include:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;Expands efforts to addresses foreign ownership of U.S. agricultural land by improving the USDA’s tracking system for foreign-owned land and ensuring the Secretary of Agriculture remains a member of the Committee on Foreign Investment in the United States (CFIUS) to review agricultural transactions that implicate national security.&lt;/li&gt;
    &lt;li&gt;Continued support for agricultural research and education at the University of Missouri, including $3 million for Livestock Genetic Engineering and Health Research and dedicated funding for the Center for Agroforestry.&lt;/li&gt;
    &lt;li&gt;$10 million in dedicated funding for the National Agriculture Imagery Program (NAIP), which provides satellite and aerial imagery used for weather forecasting and agriculture.&lt;/li&gt;
    &lt;li&gt;The PURR Act, which establishes the Food and Drug Administration's Center for Veterinary Medicine (CVM) as the sole regulatory authority over pet food for dogs and cats. The pet food industry is a major job creator in Missouri.&lt;/li&gt;
    &lt;li&gt;A provision to allow frozen fruits and vegetables in the GusNIP program, in line with Congressman Alford’s &lt;b&gt;&lt;a href="https://alford.house.gov/news/documentsingle.aspx?DocumentID=1053"&gt;SHOPP Act&lt;/a&gt;&lt;/b&gt;.&lt;/li&gt;
    &lt;li&gt;A $500,000 increase in funding for the U.S. Swine Health Improvement Plan (SHIP) to support Missouri pork producers.&lt;/li&gt;
    &lt;li&gt;Continued support for efforts to combat High Pathogenic Avian Influenza (HPAI) to support Missouri poultry producers.&lt;/li&gt;
    &lt;li&gt;New support for research on diseases in cattle spread by Asian Longhorned Ticks to support Missouri cattle ranchers.&lt;/li&gt;
    &lt;li&gt;Enhanced support for Operation Stork Speed by bolstering the domestic infant formula supply by encouraging more efficient and streamlined formula manufacturing inspections.&lt;/li&gt;

      <title>Alford Leads 29 Lawmakers in Bipartisan Call to Expand B-21 Program</title>

&lt;p&gt;“Dear Chairman Rogers and Ranking Member Smith:&lt;/p&gt;
&lt;p&gt;“As the Committee reviews the Department of Defense FY 2027 budget request and drafts its recommendations for the FY 2027 National Defense Authorization Act (NDAA), we wanted to voice our strong support of America’s next long-range, stealth bomber, the B-21 Raider. The B-21 sets the benchmark for program performance and will outpace the highest end threats for decades to come. We recommend that the Committee fully funds the program in FY 2027 and directs the Department to reassess the current program of record. Many experts believe significantly more B-21s are needed than the 100 aircraft planned at the program’s award in 2015. Reevaluating the program of record requirement in light of global developments is appropriate at this time.&lt;/p&gt;
&lt;p&gt;“The B-21 is a masterpiece of American innovation and is China’s pacing threat, key to both American deterrence and victory in future conflicts. This sixth-generation aircraft will be the backbone of the U.S. Air Force as a daily flyer and offering a combination of range, payload, and survivability. Long-range precision strike capabilities will afford Combatant Commanders the ability to hold any target, anywhere in the world at risk.&lt;/p&gt;
&lt;p&gt;“The B-21 government and industry team continue to make tremendous progress. The first two test aircraft have flown at Edwards Air Force and performed like the simulator, reflecting the precision of the B-21 digital ecosystem. Two ground test assets have completed structures testing and progressing with fatigue testing. Low-rate initial production is underway, building off the production-representative test assets. The all-American, nationwide B-21 Industry Team has invested over $7 billion to support the program and span across 40 states and more than 400 suppliers.&lt;/p&gt;
&lt;p&gt;“We urge the Committee to fully fund the program in FY 2027. If additional resources become available, we encourage the Committees to consider funding additional B-21 modernization activities to ensure the program outpaces evolving threats in the future.&lt;/p&gt;

&lt;p&gt;“As Co-Chairs of the Congressional Real Estate Caucus and the Build America Caucus, along with our colleagues, we write to express serious concerns regarding provisions included in the Senate-passed 21&lt;sup&gt;st&lt;/sup&gt; Century ROAD to Housing Act that would undermine efforts to address our nation’s housing supply and affordability crisis. While we applaud the Senate’s efforts to promote homeownership, a key plank of the American Dream, Section 901 would decrease the housing supply and harm Americans. We urge you to ensure Section 901 is modified to remove provisions that are harmful to increasing the supply of affordable housing. …&lt;/p&gt;
&lt;p&gt;“First, the Senate language would directly constrain housing supply at a time when the United States faces a significant housing supply shortage. According to the Urban Institute this provision could ‘decrease the number of rental units built each year by at least 72,000.’ Policies restricting investment in rental housing, particularly BTR communities, would reduce the production of new housing units that would not otherwise be built. Industry stakeholders have made clear that BTR housing is a critical and growing segment of the housing market, delivering tens of thousands of new units annually and helping meet demand in high-opportunity communities. Limiting this form of development would exacerbate the existing housing deficit and undermine broader efforts within the bill to increase supply.&lt;/p&gt;
&lt;p&gt;“Second, the Senate provision would push out renters and destabilize housing for thousands of families nationwide. The bill’s requirements, including mandatory divestment timelines, would compel housing providers to sell properties, resulting in the forced displacement of renters who rely on these homes. …&lt;/p&gt;
&lt;p&gt;“Third, these provisions would disproportionately harm middle-class and military families who rely on flexible, high-quality rental housing options. BTR communities provide access to neighborhoods with strong schools, employment opportunities, and community infrastructure, often in areas where traditional rental housing is limited. These communities are especially important for families who are not yet ready or able to purchase a home, including relocating workers and military families transitioning between duty stations. &lt;p&gt;“More than 75% of the U.S. population – across 80 markets – already has access to Next Gen TV. Consumers have purchased more than 14 million compatible television sets and are already enjoying the benefits of enhanced video and audio quality and interactive features. Yet while local markets continue to launch, the lack of a firm transition timeline threatens the broad availability of these benefits to rural and urban markets alike and slows market momentum.&lt;/p&gt;

&lt;p&gt;“Broadcasters and device manufacturers alike need regulatory certainty to make long-term investments and fully realize the potential of this technology. Manufacturers may hesitate to scale device production while consumer demand for Next Gen remains limited, yet broadcasters cannot spark that demand until they regain access to their full channel capacity and can showcase the full capabilities of ATSC 3.0. By establishing a clear path forward, the Commission can help overcome these natural market hesitations and ensure that free, over-the-air television continues to thrive and evolve to meet viewers’ needs, rather than risk gradual erosion through inaction. A clear signal from the FCC that the transition is moving forward will unlock greater manufacturer investment in the consumer device marketplace – a win-win that fosters competition and ensures that viewers benefit from a vibrant marketplace of affordable, Next Gen TV-ready products. A firm transition date would catalyze the entire ecosystem, focusing technical development, accelerating deployment, and creating a predictable path forward.&lt;/p&gt;

&lt;p&gt;“As the video marketplace evolves, it has become a competitive imperative for video platforms to deliver ultra-high-definition (4K) programming. Without the certainty of a firm transition, broadcasters will struggle to compete for high-value programming such as 4K sports, risking a shift of that content to tech platforms, undermining decades of investment in local news. Viewers would lose a free, over-the-air option that provides a wide variety of compelling programming and community-focused journalism.&lt;/p&gt;
&lt;p&gt;“&lt;u&gt;Finally, and most importantly, regulatory certainty would also bring critical public safety and national security benefits.&lt;/u&gt;&lt;/p&gt;
&lt;p&gt;“A date-certain transition to ATSC 3.0 is essential to enable a terrestrial complement to GPS nationwide utilizing the precise timing signals from broadcast towers. If GPS is disrupted by jamming, spoofing, or other means, our nation’s vital infrastructure – from financial markets to transportation and everything in between – would be at risk. A swift transition to ATSC 3.0 can facilitate a GPS complement that is incredibly resilient, but only if the FCC acts swiftly in this transition.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;“Just as the FCC has successfully championed other innovative technologies like 5G, Wi-Fi, and the 2009 digital TV transition, the time is now for the FCC to transition to Next Gen TV.
